Request for Qualifications (RFQ) for
Waterwalk & Sea Level Rise Project (closed June 29, 2023)

The Port of Port Townsend (Port) is requesting a Statement of Qualifications (SOQs) from qualified engineering firms interested in providing engineering services for the Waterwalk & Sea Level Rise Project.

The Port continues with a laser focus upon repairing, maintaining, and improving the Boat Haven Boatyard for future generations to use, enjoy and prosper. However, the reality of reoccurring flood events is an existential threat to essential community facility. Two of the highest tides ever recorded occurred in the calendar year of 2022, with the December 27, 2022 king tide event breaking historical records. Roadways, storm drains, and other infrastructure were all underwater during this event; ramps to the docks at the Boat Haven Marina reversed direction and required an uphill walk to go down the docks. With rising sea levels, climate modeling indicates we must prepare for more king tide events.

Phase 1 of this project will consider alternatives, determine feasibility, preliminary alignment, design elevation, cost estimates, right-of-way constraints, community engagement, and probable permitting pathways all in support of pursuing funding opportunities to support future project development phases that include detailed design, permitting, PS&E, bidding, and construction. The limits of the first segment of this project will extend from the bluff at west end of the Boat Haven to the bluff near the intersection of Water Street and East Sims Way. A key component of the project is integration of a pedestrian Waterwalk with the sea-level rise structure. The Waterwalk aims to fulfill the vision in the City’s Shoreline Master Plan (Policy 7.3.5). When complete, the first segment will protect the City’s “Flats District.”

Evaluation Criteria
Submittals will be evaluated and ranked based on the following criteria:

  • Qualifications (Expertise/Capacity of Firm(s), including any subconsultants);
  • Key personnel, including point of contact for task orders and any sub-consultants;

Relevant project professional engineering experience, specifically contract experience with port districts, municipalities or other government entities;

  • Relevant experience with shoreline sea-level rise structures and shoreline pedestrian walkways.

The Port of Port Townsend may choose to interview the highest-ranking firms following evaluation of the SOQs.

MAIN BREAKWATR REPLACEMENT (PARTIAL) – BOAT HAVEN MARINA (Closed March 3, 2023)

STATEMENT DUE:  March 3, 2023

The Port of Port Townsend is requesting a Statement of Qualifications (SOQs) from qualified engineering firms interested in providing engineering services for the partial replacement of the Main Breakwater at Boat Haven Marina.  Boat Haven Marina is protected with a 1,325’ rubble mound breakwater constructed and maintained by the USACE. The easternmost 550’ is a sand filled coffer dam structure, armoured in stone, that is owned by the Port. This project will design the replacement of that structure to current code and standard, including the tie in to the existing USACE authorized structure.

BOAT HAVEN STORMWATER SYSTEM IMPROVEMENT – PORT TOWNSEND BOATYARD (Closed May 20, 2022)

Port of Port Townsend, Jefferson County, Washington

STATEMENT DUE: May 10, 2022

The Port of Port Townsend is requesting a Statement of Qualifications (SOQs) from qualified engineering firms interested in preparing the preliminary and final design for stormwater system improvements to serve the Port of Port Townsend’s Boat Haven Boatyard property (the “Boatyard”).  The Boatyard is Washington State’s largest open and publicly accessible yard, and hosts businesses that employ more than 400 skilled marine trades workers.  The selected firm will survey the Port’s existing stormwater collection and treatment system, identify appropriate management and operational changes, and prepare a final design for a cost-effective stormwater infrastructure system to be owned and maintained—all with an eye towards compliance with the reissued NPDES Boatyard General Stormwater Permit anticipated to be issued later this spring.
